What makes a good technical question?

I’m trying to improve the way I ask questions when I’m stuck on a project. Sometimes a question can include too much background information, while other times there isn’t enough detail for someone else to understand the problem.

For people who regularly participate in technical discussions, what information do you usually include when asking for help? Do you have a simple approach for explaining the problem, what you have already tried, and what kind of answer you’re looking for?
